Some evening soon, a shopkeeper in a small town will wave a phone at a customer and say the words that have quietly become part of Indian life: “UPI is down, do you have cash?” For a few minutes, the tea does not get sold, the auto does not get paid, the vegetable cart stalls. Then service returns and the country forgets. That small, ordinary friction is the whole UPI risk conversation in miniature — the gap between a payments system so good we barely think about it and a dependence so deep that its worst day would be everyone’s worst day at once. This is not an argument against UPI. It is an argument for taking its success seriously enough to ask what happens when a nation runs on a single rail.

First, let’s be honest about how good UPI is

I want to start with genuine appreciation, because the criticism only makes sense once you admit the achievement. The Unified Payments Interface did what most rich countries still cannot: it made moving money between any two people, at any two banks, instant, free at the point of use, and simple enough that a first-time smartphone user can manage it. You scan a code, you type an amount, it is done. No card machine, no fee skimmed off a small vendor, no waiting two days for a transfer to clear.

The reach is the part that still surprises people from abroad. UPI is not a middle-class convenience layered on an already-banked population — it went where cards never bothered to go. The fruit seller, the temple donation box, the roadside mechanic, the maid who now gets paid to her own phone instead of in notes her husband controls. It folded hundreds of millions of people into digital payments in a handful of years, on rails that a bank, a fintech, or a government scheme can all build on. When people talk about digital public infrastructure, UPI is the flagship example, and deservedly so — one of the most successful pieces of public technology any country has built this century.

So nothing that follows is a call to slow it down or tear it up. When something becomes this important, the responsible thing is to stop admiring it and start asking how it fails — because a system everyone relies on has earned that scrutiny, not escaped it.

The flip side of ubiquity is concentration

Here is the uncomfortable symmetry. Every quality that makes UPI wonderful also makes it a single point of failure. Instant, free, and everywhere means that when it stops, a lot stops with it. Concentration shows up in a few distinct ways, and it is worth separating them.

Concentration on the rail itself. More and more of daily commerce now flows through this one system. As card usage stayed niche and cash slowly receded, UPI moved from being one option among several to being, for many people and merchants, the option. That is efficient. It is also fragile in the specific sense that there is less and less of a fallback when it falters.

Concentration among the apps on top of the rail. UPI was designed to be open and interoperable — any compliant app can plug in, which is exactly right. But in practice a small number of private apps handle the overwhelming majority of transactions. Most Indians tap through one of a couple of familiar logos, both run by large technology companies. The rail is public and shared; the front door most people walk through is privately owned and highly concentrated. If one of those apps has a bad outage, it is not a rounding error — it is a meaningful slice of the nation’s payments, gone.

Concentration of dependence. This is the quiet one. As a society digitises payments, the option of falling back to cash gets thinner — merchants who no longer keep much change, people who genuinely do not carry notes anymore. The more complete the shift, the less resilient the whole becomes, because the alternative you would reach for in an emergency has been allowed to wither.

None of this is a thought experiment. UPI outages already happen, and when they do, they ripple through ordinary life in briefly visible ways: payments that fail midway, money debited from one account but not yet credited to the other, apps that spin and time out at the checkout. I won’t attach specific dates or figures to any particular incident — I would rather hedge than overstate — but the pattern is familiar to anyone who pays this way, which is now almost everyone. Service degrades for a stretch, social media fills with screenshots, and then it comes back.

The reason these blips matter more than they seem to is compounding. When a system handles a modest share of transactions, an outage inconveniences some. When it handles a dominant share, the same outage is a partial shutdown of commerce — for the vendor whose entire day’s takings run through that one QR code, for the migrant worker who cannot send money home this evening, for the shop with no card machine to fall back on. The technology being identical, the blast radius scales with how much we depend on it. That is precisely why growing success raises the stakes rather than settling them.

I borrow “too big to fail” deliberately, from finance, because the logic transfers almost exactly. After the 2008 crisis, we learned to describe certain banks as systemically important: institutions so entangled with everything else that letting them collapse was unthinkable, which meant they had to be supervised, stress-tested, and backstopped in a way ordinary firms are not. The phrase is not a compliment. It is a warning label. It says: this thing is now so central that its failure cannot be allowed to be an option, and so it must be governed as critical infrastructure, not left to run on the assumption that it will simply keep working.

Payments have quietly crossed that same line. A national rail that a huge share of the population uses every single day is systemically important in the truest sense — its failure is not a private inconvenience, it is a public event. We do not shrug at the possibility that the electricity grid or the water supply might go down; we build them for resilience, regulate them, and hold someone accountable when they fail. A payments system this central deserves the same seriousness. Calling UPI “too big to fail” is not fear-mongering. It is naming, accurately, what it has become.

The capture angle: watch who takes, who pays, who can’t opt out

There is a pattern I keep returning to with powerful technologies, and it applies here without much translation. When a tool becomes essential, the interesting question stops being “is it good?” and becomes “who captures the value, who bears the risk, and who has no way to walk away?” It’s the same lens I use when I write about how technology gets captured — the shift from a system that serves everyone to one whose costs and controls have quietly migrated onto the people with the least power to refuse.

With UPI the value is real and widely shared, which is a large part of why it works. But notice the asymmetries anyway. The private apps sitting on top of the public rail capture data, engagement, and strategic position — the ability to become the interface through which you meet the rest of the financial system. The everyday user gets genuine convenience but bears the outage risk and, increasingly, has no fallback. And the person with the least room to opt out — the small vendor whose customers now expect to pay by phone, the worker with no bank branch nearby — is exactly the person a bad outage or a squeezed-out competitor hurts most. Concentration is not just a technical fragility; it is a distribution of power. When a couple of companies become the road everyone drives on, the terms of that road matter enormously, even if the toll is zero today.

What resilience actually looks like

The good news is that “too big to fail” has a well-understood answer, and it is not “use it less.” It is to build the system so that no single failure — technical, corporate, or political — takes the whole thing down at once. A few directions matter most.

Redundancy, so one failure isn’t everyone’s failure

Critical systems survive because they have spare paths. For payments that means genuine backups: multiple processing routes, graceful degradation so a partial outage doesn’t become a total one, and offline or low-connectivity modes so a network dip at a rural shop doesn’t simply stop commerce. When one component stumbles, the transaction should quietly reroute instead of failing in the customer’s hand. A rail this important should be engineered like the grid — assuming parts will fail and the system must keep serving anyway.

Real competition and interoperability among the apps

UPI’s open design is its best defence, but only if it stays real in practice. If the top apps calcify into a permanent duopoly, the interoperability that makes the system robust becomes theoretical. Keeping the front-end genuinely contestable — so a smaller app can grow, so no single provider’s outage is a national event, so users have somewhere to switch — is a resilience measure, not just a competition-policy nicety. Caps that stop any one app from swallowing too large a share are worth defending precisely because they keep the failure of a single player survivable.

Keeping cash and alternatives alive

This one feels backward in a digital-payments article, but it matters: a society should not let its analogue fallback disappear entirely. Cash access — working ATMs, the ability to withdraw and spend physical money — is the ultimate redundancy, the thing you reach for when the network is down and the apps are spinning. The same goes for keeping card networks and other rails healthy rather than funnelling everything into one. Resilience is diversity. A country that can still transact when the dominant rail is down has kept its options open, and that optionality is worth a small price to preserve.

Strong public governance

Finally, a system this systemic has to be governed like one. That means clear accountability when it fails, transparency about outages and their causes, stress-testing and uptime standards of the sort we impose on other critical infrastructure, and a public mandate that keeps the rail oriented toward the public interest rather than the strategic interests of whichever companies dominate it this year. The rail being publicly stewarded is a real strength — it should be treated as one.

Not alarmist — just grown up about success

I want to be careful not to end on a false note of doom, because that would misrepresent what UPI is. It is a genuine triumph, and on the vast majority of days it works beautifully for a vast number of people who were previously shut out. The right response to that success is not anxiety. It is maturity — the recognition that the more essential something becomes, the more seriously we have to ask what its bad day looks like, and how we make that bad day survivable.

It is a statement about what we owe a system once it has become this important: redundancy so one fault isn’t universal, competition so no single company is a chokepoint, a living cash alternative so there is always another way, and public governance strong enough to keep it honest.
